Entering the country as a minor doesn't confer citizenship (which is why we have DACA in the first place). Being adopted by U.S. citizens doesn't confer citizenship either, though it does open up pathways to naturalization.

Clark Kent's entire existence is based on a falsehood. In the current canon, it's the falsehood that he is Martha Kent's natural born child. In prior versions of the canon (yes, I looked it up), it's based on a misrepresentation that he is of terrestrial origin (being an alien disqualifies him from the one potential path of legal status).

That's a plot gloss. No one is interested in the adoption details - it doesn't move the story along. There are plenty of immigrant kids adopted in the US. Kal-El was white, so of course he could be a citizen. Prior to 1940, a kid of unknown origin found in the United States was deemed to be a US citizen by birthright. There was an act in 1940 that clarified and restated the law. I'm not sure is this presumption exists today.
