Asked in a wide-ranging interview with The New York Times if there were any limits on his global powers, Mr. Trump said: “Yeah, there is one thing. My own morality. My own mind. It’s the only thing that can stop me.”
Even as he characterized the norms of the post-World War II order as unnecessary burdens on a superpower, Mr. Trump was dismissive of the idea that the leader of China, Xi Jinping, or President Vladimir V. Putin of Russia could use similar logic to the detriment of the United States.
