AIUI, Harris announced her intent to revive the border bill that died in the Congress earlier this year. That bill has some border wall funding.

It's a flip-flop because Harris is on record opposing any wall construction:

"I'm not gonna vote for a [border] wall under any circumstances."

...and yet, she says she'll sign this bill.
