In other words, try not to hurt you enemy too much as you go about trying to kill him.... Why not, it worked so well with the Houthis and Iran.

Yup. It might make the Russians so angry they kidnap Ukrainian civilians and bomb first responders. Oh, right...

Another theory is that Biden wants Russian help to get Iran to agree to a nuclear deal. That would be insane, of course, by about the right level of dumb thing to do for this White House.
