Any guesses as to how these documents got out of a SCIF undetected while old Joe was a Senator?

I wasn't able to find anything in the Hur report indicating that the documents from Biden's time as a Senator were SCIF documents. There were documents with classified markings from those days, but the documents that are referred to in the report as having SCIF markings are entirely from his time as VP. Perhaps I'm missing it?
