Migrant charged with murder of 12-year-old Jocelyn Nungaray was released into US just weeks ago

Police in Houston have arrested two migrants from Venezuela for the murder of 12-year-old Jocelyn Nungaray, who was lured away from home, then strangled and dumped in a bayou.

One of the suspects crossed the border illegally less than a month before the shocking murder, and was released into the US after claiming he feared for his life if he was sent back to his home country, sources told The Post.

Johan Jose Rangel Martinez, 21, and Franklin Jose Pena Ramos, 26, were charged Thursday with capital murder.

Nungaray’s story follows a slew of high-profile crimes tied to migrants who entered the country illegally, including the rape of a 13-year-old girl in a Bronx park last week.

The suspect in that case, a migrant from Ecuador, crossed into Eagle Pass, Texas, in 2021 and was ordered removed by an immigration judge the following year, The Post recently revealed.

However, he was never deported.

The man recently charged with the rape and murder of Maryland mom-of-5 Rachel Morin is a Salvadoran alleged gang member who crossed into the US three times in two months and was booted — before apparently entering undetected on his fourth try.

Perhaps this will be of interest to you since your subject line is "More avoidable migrant crime":

On one of Trump's last days in the White House in January 2021, the outgoing president signed an executive order shielding more than 145,000 Venezuelan migrants -- rewarding Venezuelan exiles who have been among his most loyal supporters -- from facing deportation, writing that the "deteriorative condition" in Venezuela was grounds for providing the relief.

Republican senator Marco Rubio praised Dear Leader's decision: “America remains a beacon of hope and freedom for many, and now eligible Venezuelan nationals in the U.S. will receive much-needed temporary immigration relief.”

In contrast, in October 2022, Biden invoked a Trump-era rule, Title 42, to deny Venezuelans who enter the U.S. illegally the chance to request asylum. That executive order stated that any Venezuelans who enter the U.S. "between ports of entry, without authorization, will be returned to Mexico."

Cults being cults, everything bad is an avoidable failure by the guy with the funny shoes.

Well, if they were allowed in by Trump that makes the murder OK then. Ooops, it is back to "not OK" since these two came in under Biden's watch, March and May in this case.

Department of Homeland Security (DHS) sources said Pena Ramos crossed into El Paso, Texas, on May 28. He was released soon after his interaction with border agents.

The second suspect, Rangel Martinez, crossed the border at El Paso on March 14 and was released with a court date in August, sources said.


Seriously though, these and other felonies by migrants are never OK regardless of who was president when they were let in. I did not know about Trumps last minute EO but that was wrong too. The policy should be that any form of mass parole is not allowed. Individual parole should only be available to a would be immigrant who has successfully passed a <real and thorough> background check. HR2 addresses this issue among others.
