If you go by approval ratings,

During his watch, we had the 9/11 terror attack where 2,977 people died, the 2001 recession, 4,400 Americans dying in the unnecessary war on Iraq, the grossly incompetent response to Hurricane Katrina / New Orleans floods where 1,392 people died, and the Great Recession where over 30 million people lost their jobs and 6 million people lost their homes to foreclosure.
