https://www.whitehouse.gov/briefing-room/president...Effective today, pursuant to the National Emergencies Act (50 U.S.C. 1601 et seq.) and section 12302 of title 10, United States Code, and in order to respond to the national emergency declared in Executive Order 14059 of December 15, 2021 (Imposing Sanctions on Foreign Persons Involved in the Global Illicit Drug Trade), I am authorizing the Secretary of Defense and the Secretary of Homeland Security to order to active duty such units and individual members of the Ready Reserve under the jurisdiction of the Secretary concerned as the Secretary concerned considers necessary, consistent with the terms of section 12302 of title 10, United States Code. The authorities that have been invoked will ensure the Department of Defense can properly sustain its support of the Department of Homeland Security concerning international drug trafficking along the Southwest Border.
A copy of the Executive Order I have issued is enclosed.

The Title 42 Covid ban at the southern border is set to end on May 11 and Biden is taking steps to meet the expected increase in migrant arrivals. You'd think republicans would be applauding Biden's EO. But republicans don't want a southern border solution.
DHS has told the White House it needs more than $3 billion from Congress to increase its capacity to shelter, process and transport migrants along the border but republicans refuse to provide funding to secure the border because the border is unsecured.

You have it wrong. The border is and has been overrun with illegals for his entire term. Now that Title 42 is about to end we're going to be even further inundated.
What took him so long to realize the obvious?

It's very simple. What you just described has little to do with...securing the border. Congress could give them their $3 billion...and they'd be back in a year with a request for $5 billion and the problem just the same or even worse than it is now.
