That's true, it takes a long time, and it's tricky. The reason there's no way to enforce the HOA is none of them attach it to the contract, so you would lose in court - the HOA has no force. They don't pay the fee for the guards, so you lose the guard, the grounds and common areas aren't kept up.

Here, you can usually sue someone for interfering with the quiet enjoyment of your home.
