That bill was mostly stick, few carrots. But it's more important to them to have an issue in an election year. Besides... Trump said so.

Not that anyone expected it to pass. It was mostly a signal that Dems were willing to swallow a lot of stuff they didn't want to address the problem. And that the Reps aren't serious. They accomplished both.
