Where we draw the line is the tricky bit. I used to watch Pepe (yeah, I'm old). I also remember seeing some cartoons that were...less than flattering...in their depiction of black people. Stereotypical of the era. The latter would be verboten today. They wouldn't dare air it. Is Pepe going too far? Maybe.

Canada several years ago banned a Beatles song because it's lyrics were a bit cringy today ("Run for Your Life").**

The point about GTA is well-taken. I've never played, but I have seen snips from the game. Though GTA is for mature audiences, and Pepe was aimed at 7-yr olds, which factors into the appropriateness of each.
