Yes, and while we are exposing our board friends to new information, let me add that the society of democrats, liberals, and progressives who dominate every federal agency wield a lot of power.
If they are politically aligned with the leadership they are getting, then they can enthusiastically embrace it and even extend it. OTOH, if they oppose the policies of their leadership, then they can drag their feet, withhold advice, rumor-monger, leak to press, etc.
This is what is referred to as the "Deep State". It is unaccountable to the voters and to some degree disenfranchises the citizens who voted for the leadership whose policies they are resisting.
