The subsidary provides excellent detail on Oregon wildfire litigation.

They have the ability to pass on wildfire damages costs to ratepayers. Also, Oregon, unlike California, does not have an established right to inverse condemnation.

What is your source for this as it pertains to Oregon? The document that you posted says this is the case for California.

Do you have any authority that such costs can be passed on to ratepayers even if the utility was negligent, grossly negligent, reckless or acted with intent? On June 9, 2023, an Oregon jury explicitly found Pacificorp acted negligently, grossly negligently, recklessly, and with intent in the class action litigation.
