No, it's a deliberate quantum leap jump of misrepresentation, mischaracterization, (your suggesting a half-truth I think), and the motivation is political, so it falls under the overarching umbrella of lies. Pointing out the oath is not a political party, when you're a Democrat, or to a President, when you're the President, is telling them their oath is to something higher than both - but you know that. :)
