What are the odds that Kamala signs the 90% Republican "bipartisan immigration bill"?

She can sign it, it won't mean anything. It hasn't been passed by either the Senate or the House, so she can't sign it into law.

We can however, use it as a starting point, add something for Dreamers, and put it out there.
