At what point did he "admit to cheating", which seems to be what they are trying to convey? I didn't hear it. He acknowledged that in the past both Republicans and Democrats have "monkeyed around" with elections. I consider it heartening that he acknowledges that Democrats have done it. He's either more in touch with reality or more willing to speak the full truth than, say, DJT for example. Very good qualities for a President and "leader of the free world".
They cut the video off in the middle of him making his point. There was likely a reason for that, presumably because if you listened to his full remarks on the subject, it wouldn't support the (wrong) impression that they are trying to create (and that some people apparently are buying into).

The impression I see them as trying to create is stated directly in the headline in the link: "Obama admits to cheating". He did nothing of the sort. The video appears to be selectively and incompletely taken out of context to somewhat support that impression, if someone is inclined to want to believe that ("A man hears what he wants to hear" and all that). I suspect a full and in context video would paint a very different picture from what is painted there.

That is what I took away from the video. The headline on the video was needlessly provocative as Carplan pointed out but after seeing Obama speak, it was clear to me he was talking about politicians in general and was not admitting any personal guilt. Obama is a sharp politician and would never make such a blunder.

My mother insisted that Goldwater lost because ballot boxes disappeared in key precincts in Chicago. Obviously that was 60 years ago. Back then, the "machine" was a very real thing. And not uncommon in major US cities, from Boss Tweed to Daley for the first century (or more) of our existence. To my knowledge, that pretty much doesn't exist anymore (in the US).
