If someone appears to be repeatedly personal, lean towards patience as they might not mean offense. If you are sure, however, then do not deepen the problem by being negative; instead, simply place them on ignore by clicking the unhappy yellow face to the right of their name.

I really liked this Perun video about how corruption affects military preparedness and tactics, and the Russian culture of corruption. It was really fascinating, at least to me.

If the higher-ups aren't getting accurate information, they make plans with faulty data, and those plans don't go well. Which then aren't reported up the chain (loss of face, loss of promotions), and the cycle repeats. Plus lots more.
