She covered this from the podium yesterday IIRC.

No, she didn't. She was asked if the freeze included Medicaid, and she couldn't answer:

When asked if Medicaid was impacted by the pause, Leavitt couldn't immediately say from the podium and she would "check back."

Because, again, the criteria set out in the original memo did not exclude Medicaid from the freeze.

So now you're trying to claim they stealthily wanted to cut Medicaid, despite all that Trump has said about Medicare and Social Security in the past?

No - this is not about their intentions. I don't think they wanted to cut Medicaid - but they were so careless and reckless in rushing the original OPM memo out the door, so that the language in the memo did apply to Medicaid regardless of what they wanted. That's what the memo said, which is why Leavitt couldn't just come out and say it didn't apply to Medicaid (or any other programs that would be political suicide to cut but were included in the language). Because the memo was drafted so badly that it did apply to Medicaid, as written.
