You're also not supposed to be in the country illegally, either...

True. The issue here isn't whether you're allowed to register to vote if you're not a citizen (you're not), but whether the state can require submittal of documentation of citizenship as part of the registration process. They cannot, for federal elections.

They might be able to, for state elections.

Thus, the split ruling.
