Your ignorance is so easy to take advantage of. It is so sad and pathetic.
You really have to do better and educate yourself. Our democracy depends upon it. - Umm

I'm sorry Umm, my clumsy wording has confused you as to what I am trying to say. Let's take it slowly and review
1. Here is CO's post, the one I was responding to.
The Shelter and Services Program (SSP) was authorized and funded by Congress.
SSP is a completely separate, appropriated grant program and is not associated in any way with FEMA's disaster-related authorities or funding streams. - CO
2. And here was my response to CO with the clumsy wording that you proclaim as my ignorance yada yada...
Both true. But the problem, the malfeasance, goes in the other direction. The FEMA money being siphoned off to service illegals.
You see that "Both True" I am agreeing with CO that SSP and DR (Disaster Relief) are separate pots of money.
3. Trump asserts that DR money is being siphoned to migrant services. He is wrong about that.
4. I assert that there still is a problem. That problem is that other pots of money strewn about the governments various checkbooks have flexibility that could be used to shift resources towards DR, but they are not. That is the malfeasance I am talking about.
5. And sure, there is nothing wrong or surprising that biggest bang for the buck means big cities will be the first to see aid. The malfeasance I am pointing to is the remote areas not receiving any tangible FEMA presence or aid after 6 days. Not wrong or unexpected for the first 2 or 3 or 4 days. But in day 6? C'mon, we can do better than that.
Now we are on day 8 and after a few more days, FEMA will be so much more active in the rural areas that the deadly delay will fade from memory and the issue forgotten as FEMA pats itself on the back.
PS - apologies to the board. I find it tedious when two posters get into the minutiae of some disagreement, one that most posters have moved on from, but here I am, doing it myself.
