The only migrants who would receive government funded legal counsel under HR 816 are unaccompanied minors, age 13 and under:

IN GENERAL. — An unaccompanied alien child who is 13 years of age or younger, and who is placed in or referred to removal proceedings pursuant to section 240 of the Immigration and Nationality Act (8 U.S.C. 1229a), shall be represented by counsel subject to clause <v>.

Or do you think an unaccompanied 11-year-old should be forced to represent himself/herself in an immigration court?
