Will Biden act strategically and announce his resignation an hour or two before Trump's speech tonight to divert attention from the Republicans?

An hour is plenty of time for Trump's staff to reshape the speech and feed it into the teleprompter.

Biden should announce as Trump is walking to the dais, fist pumping, and clapping back at his audience for 5 minutes like the WWE 'pro-wrestlers.'

Let the story run flow through all the cellphones people are holding. Trump would pick up on it and have to ad lib the evening. That could be amusing.
