Who is paying for the chaos happening at the open border now?

Hope I'm not going too far back, or duplicating someone else's response. Apologies if I am.

Mexico never paid a cent for the segments of old wall that were replaced '- which is all that Trump's wall ever consisted of anyway. His promise that he'd get Mexico to pay for it was an empty one.
