Here's a graph of drug overdose deaths for the past twenty years (click the second chart on the page to enlarge the chart). In fact, heroin overdose deaths are declining. Benzodiazepine and prescription overdose deaths are flat. And cocaine and methamphetamine over dose deaths are rising.
But the most dramatic rise in overdose deaths is in synthetic opioids.
