The admin knows that they don't want another "Very fine people" hoax that allows the dems to lead with a bogus premise the entire term, so they're shutting it down for now. They underestimated the lengths the partisans would go to so as to score a point.

Do you include the Press Secretary as a partisan? Why didn't she confirm that the policy didn't apply to Medicaid, if it was so obvious?
