The fired ones --- even though they don't have secret info or whatever, they are vetted. They have, or can get credentials. Anyone from Putin to ISIS should have a handful on the payroll.

Then CURRENT gov't employees who are feeling insecure. Putin should put a few more on payroll too and even if there's no need now who knows, in the future he can activate such cells.

As someone who wants more 'fun" for you people - I hope he's doing this.

In a tribal country with bad culture , there are pockets of useful demographics that we can recruit from.
