Well, there were other factors involved than just who happened to be in office. And of course, 2020 was a local minumum due to COVID. I wish commonone was here to respond in the way only he can, but perhaps with Biden in office, and the economy booming, immigrants simply had a much greater incentive to come.
That said, I too, have never understood why Biden didn't implement the measures he finally decided to put in place in the last few months.

Well, Biden wanted Congress to address the problem with a bipartisan solution, you know the way America is supposed to work. (Not just throwing executive orders at everything.)

Fear mongering insurrectionist Donald Trump killed the bipartisan bill that would have addressed the border problem...
He said, "The Senate is better off not making a deal, even if it means the country will close up for a while."
Life long Republican Mitt Romney summed up the situation nicely...

BTW The bill was fully endorsed by the National Border Patrol Council, the Chamber of Commerce, the Wall Street Journal and supported by 66% of Americans.

Sure, that would be nice. I mean, sure, try, but it hasn't happened for decades (address the immigration issue, that is).
In the meantime, while nothing was happening in congress, and Biden could do something about it* but didn't, we had the biggest surge in immigration ever, people were pissed about it, and it was a large factor in us getting to enjoy another four years of TFG.

You're niot wrong Adrian. What I've read is that Biden listened to some activists and we ended up here. I think many of us were unaware of the "welcoming" policy. Someone convinced Biden that it would get the Latino vote and it did just the opposite.
