But not clear whether the FAA (the employing agency) took any action to exclude controllers from the buyout, since it had neither an Administrator (he resigned after Trump got elected) nor an acting Administrator (Trump appointed one today).
Similar confusion abounds over whether air traffic controllers are also covered by the hiring freeze.
But if 10% of the controllers did resign in response to the offer...would the system still be able to function?
