People eliminated were non-white, non-male, or "woke". Notice how his latest screed talks about "civilian control"? Who are the controlling civilians? Trump and Keggy. So the chatter goes, they are purging officers that might resist orders from Trump to, for instance, gun down unarmed civilians, or drop a nuke, anywhere.
