They screwed up, just not in the way you outline. They screwed up by giving the democrats/media/disgruntled federal employees a window to do the wink-and-a-nod-thing to turn off a vital program...and blame Trump for it. Look at the "this is cruelty" stuff in this thread.

So you admit they screwed up, but then blame the democrats/deepstaters/whatever for the consequences of following the clear and unambiguous order issued by OMB?
