DALLAS, Sept 9 (Reuters) - President Donald Trump said on Wednesday he would pay every American adult a $5,000 "Trump dividend" if Republicans retain control of Congress in November's midterm election, a striking attempt to persuade voters to back his party.

In the US, blatantly buying votes would be illegal. But, this is Shinyland. As the payout would come after the voting, it would be a "gratuity", hence perfectly legal, according to SCOTUS.
