For a guy who didn’t collude with Russia, Donald Trump is doing a good job of pursuing Putin’s strategic goals.

Your article fails to quote Rutte, so I will:
What you are seeing is a NATO which indeed is changing in a transformational sense,” Rutte said. “I would argue that the NATO we had only three or four, five years ago was not sustainable.
“It is not sustainable that we ask a country with 350 million people, living eight hours flying from here, to defend against the Russians with 600 million people living in this part of NATO territory—the richest part of the world—being so overly dependent on the United States,” Rutte continued.
“So, rebalancing that—the United States still providing nuclear, the United States still providing crucial conventional support to NATO as a whole and therefore to the transatlantic security, and therefore of course also to their own security—rebalancing that is crucial.
And therefore a stronger European role, Canada also stepping up, is important, because all of us—the alliance, to be honest—would long-term probably not have been sustainable,” Rutte said. “Stronger Europe, stronger NATO.”

In other words, Rutte is saying the exact same things Trump has about NATO.

I guess we now know what Putin told Trump on their 90 minute phone call the other day.

In other words, Rutte is saying the exact same things Trump has about NATO. It has been said that Rutte has a way of getting along with Trump that escapes most people. I would suspect that means Rutte has a better grasp of what makes Trump tick. That better grasp probably extends to understanding that Israel has first dibs on the US' military and money.
Seems one Brit grasps the situation too.
America's special relationship 'probably Israel', says UK ambassador to US
In a leaked audio recording of Sir Christian's meeting with UK sixth-form students visiting the US, he can be heard saying: "'Special relationship' is a phrase I try not to utter because it's quite nostalgic, it's quite backwards-looking, and it has a lot of sort of baggage about it."
"I think there is probably one country that has a special relationship with the United States, and that is probably Israel," he said.https://www.bbc.com/news/articles/c1l25qd43nroSteve

On Monday in Ankara, Turkey, the head of the North American Treaty Organization (NATO) said what would have been unthinkable ten years ago. Secretary General Mark Rutte told reporters that the current alliance between Europe and the United States is no longer sustainable.
Putin will enjoy hearing that. Trump has certainly proven to be the perfect USEFUL IDIOT for Russia.
