If a Democrat wins the next Presidential election, I think that's unlikely to be honored. It will be a point of litigation, of course - but I can't imagine that any future Justice Department would treat that as an agreement that they need to follow.

IRS just declares "Spankee owes $9B in taxes. PAY NOW."
Spankee screams "Prove it!!".
IRS says we do NOT have to "prove it". We just declare it and you owe it. YOU are required to document ALL your income and expenses. REMEMBER: The IRS already has a lot of the tax information from other sources (i.e. NOT Spankee's tax filings) that is required to be filed with the IRS by federal law (to which Spankee has ZERO immunity).
THAT is what proves the person who wrote the supposed "settlement" is/was a total morot.

Sorry for the late response. And sorry, that’s not how tax reporting works in America. The way it works is:
Spankee says: “My net income was zero. I don’t owe any taxes.”
IRS says, normally: “Waitaminit, our info says different. We think you didn’t report all your income. We’re going to conduct an audit and make you pay taxes and penalties and interest for any unpaid taxes.”
IRS says, if you’re Trump: “Waitaminit, our info says different, but we’re not allowed to audit you, so thank you for fulfilling your tax obligations.”
