You can rob a store and you have these thieves going into stores with calculators, calculating how much it is because if it's less than $950, they can rob it and not get charged. That was her [Kamala Harris] that did that.

It's not. And in at least two different ways.
First, robbery of less than $950 is still a crime. It's a misdemeanor rather than a potential felony, but it's still a crime. You are not allowed to do it.
Second, Vice President Harris had nothing to do with it. She was Attorney General of California at the time and did not take a public position on the law change this refers to, saying it would be inappropriate for her to do while in her position as AG.
