He said he would put "Election Fraudsters" in jail. Which is a pretty anodyne thing for a Presidential candidate to say, in general.
He also alluded to his (and others') longstanding belief that the various charitable donations to elections departments and voter outreach programs that are funded (in part) by Zuckerberg's contributions are unlawful. So clearly he's warning his political opponents (like Zuckerberg, he believes) to make darn sure that they don't do anything that can be considered illegal, else he's going after them. But again, that's not an especially unusual type of threat to make - it would be hardly remarkable if a progressive Secretary of State or Attorney General made a statement that there would be zero tolerance for people engaged in, say, election intimidation and that anyone who tried that would be rigorously prosecuted.
