Oh no, most of them are explicitly complicit. They are standing on their soapboxes, their stages at county fairs, their video casmera back home and telling everyone what a great job their government is doing.
So are the lackies in North Korea, for whom there is no independent monitoring. They are True Believers® in the worst sense of it, and this pestilence will not end until they are entirely broomed from office. Even then, the concepts they have shouted will carry on for some time until at last they are swept into the dustbin of history - or until they have no other enemies to conquer.
