would say the double dipping in gov jobs is no surprise since WWI.
many agencies have such incentives, particularly in the final years of employment. it can make the annual salary seem grossly underpaid by comparison.

e.g., in the few years before retirement, racking up massive overtime hours for the final pension calculation based on recent average.
dont know if this originated the cliche of senior law enforcement spending late shifts at the donut shop. {shrug}

what is little more surprising is the overwhelming role of chance relative to all the efforts in concerted planning and strategy. (man plans, god laughs...) look no further than trump's assassination attempt.
a very good recent book on this is titled 'fluke'.
