These agencies consult with one another. Their knowledge and advise reach the executive branch. There's probably a plan based on US intel that is better kept classified.

I agree.

It would be nice though if Biden would stopped when asked questions from the media to assure the American people the situation is being monitored and care taken in as many words he can without giving out any intel instead of walking on by with a snicker on his face mumbling a snarky reply.
