Clearly a bit of text off of a teleprompter speech written by someone else, because I can't imagine Trump using the word 'amorphous'.
Have you noticed how the old demented fool often says he doesn't need a teleprompter but you can see him clearly looking to the side and slowing down to read the teleprompter. And when he does 'wing it', he sounds truly loony.
