Israel and Saudi were getting closer to forging new economic and diplomatic relationships, building off the success of the Abraham Accords. It was specifically the threat that KSA might join the UAE, Morocco, and Bahrain in normalizing relations with Israel that got Hamas to act.
Biden emboldened Tehran right from the start of his Presidency, removing any leverage he had over Iran and encouraging them to go on the offensive. Climate change was more important to Biden.
