Well, no. Biden said that the nation must 'reject the lie' of the racist 'replacement theory' when he spoke about the shooter who killed 10 Black Americans in Buffalo.
Biden said our core values should bring us together as Americans. "nd one of them is standing together against hate, racism, bigotry, and violence that have long haunted and plagued our nation."
Biden said Trump "assigned a moral equivalence between those spreading hate and those with the courage to stand against it."

Well, sure, the republican party has been such a strong advocate for the black community, starting back when Reagan made his Neshoba County Fair address and Welfare Queens remarks all the way through to Trump's birtherism and his refusal to condemn actions taken and comments made by the Ku Klux Klan and one of its former leaders, claiming he needed to do 'more research' before taking a position.

The Southern strategy was(is?) a Republican Party electoral strategy to increase political support among white voters by appealing to racism against minorities. (Build that wall! Ban those Muslims! Etc)

I have no dog in this fight. But if I recall correctly during the campaign, Biden accused Trump of using "coded language" to appeal to white supremacists and other far-right groups. While Biden did not explicitly call Trump a "racist," he strongly implied that Trump's rhetoric and policies were contributing to a climate of racism and intolerance in the United States.
