btw, I can't find clarity, can those 15,000 legal immigrants in Springfield Ohio vote in 2024, in Ohio, and get mail in ballots?

They can vote if they have gone through the naturalization process and become citizens.

"In general, you may qualify for naturalization if
you are at least 18 years old and have been a
permanent resident for at least 5 years (or 3 years
if you are married to a U.S. citizen) and meet all
other eligibility requirements."

The naturalization process takes a couple of years, so about 7 years after becoming a permanent resident (green card holder).

I expect most of them are not permanent residents yet.
