You are. You've said that the UK has reduced their national defense capacity to zero. That is fundamentally not true. Criticisms of the Royal Navy do not support that conclusion, any more than concluding that valid criticisms of the US Navy mean the US has reduced its national defense capacity to zero would be correct.
It's simply false. The UK has a pretty strong military. Like the US, their Navy isn't ready for many of the tasks that might be asked of it - but the overall military is still pretty powerful.
Ask yourself a simple question: Would the US Navy allow a Russkie warship to shoot at a civilian sailboat just off Chesapeake Bay?

Right, because Chesapeake Bay is within the territorial waters of the United States, and Russian warships have no right to be there.
As opposed to the English Channel, which is an international waterway and which is regularly traversed by foreign vessels - including Russian warships. Because the UK has no legal right to do anything to them. Regardless of the size or capacity of the UK Navy, Russia gets to move ships through the Channel, and the UK doesn't get to say boo to them.
