Can Congress never change laws that were passed before? Why can't the dems "claw back" the future funding monies? Doesn't the GOP do this all the time, undoing a lot of the things Biden got passed?

Yes. Under the Congressional Budget and Impoundment Control Act of 1974, Congress must pass a rescission bill or it can include the rescission directly in legislation (e.g. in appropriations or separate budget bills).

This of course must be signed into law by the president. If the Democrats try to “claw back” ICE or CBP funding, Trump will simply veto it. They’d need a 2/3 majority to override that, which Republicans would block.
