Unless something has changed, anyone from Cuba is automatically granted asylum if they come here. Usually by boat, but it makes more sense to come by land. Make-shift boats are dangerous, and the USCG is very efficient at stopping interlopers.

No, I didn’t know that. The Cuban people back when escaping Castro were welcome and cheered on by Americans. They proved themselves to become good American citizens. No doubt Cubans arriving now will seek out family and friends already here.

As for the orders, another poster posted an article about how the administration has been trying to enforce a law, but the courts are saying they can't. As albaby says, given the constraints within current law, there's really not a lot that can be done. The law has to be changed, and Congress has to do it.
