As Conway suggests, the media, bedazzled by the “shock and awe,” have fallen into the trap of thinking that the Trump White House is a citadel of ruthless efficiency, run by a quasi-technocratic shadow government.

The one thing that was the journo who asked her the question had figured out that Medicare would be frozen. So the journo interpreted the language quickly and much better than the people who wrote it. It looks like the people who wrote it didn't know its funds would be clipped, or they intended the language and this was a test, but likely the former.
