I already answered that question. Comprehensive reforms, which make it easier to get a legal visa, and harder to find work without one.

And I repeat..
'How do you do that when the illegals are pouring in by the hundreds, thousands?'

Biden has to STOP the flow of the thousands of illegal coming into America every week,
so some orderly reform can happen.
It will be a matter though of shutting the barn doors after the horses have bolted.
The illegals have already brought with them their diseases, leprosy, tuberculosis, measles and etc outbreaks.
