Umm, your article was published June 2, 2022 and only measures through May 2022.
And if you bothered to actually look closely, trust in government during most of the Trump years was below 20%. Biden's first year is office, trust in government was 21% while in Trump's first year in office it was 19%. During the Clinton years it climbed from 24% to 44%.
More interestingly, trust in government during the Nixon years fell from 62% to 36% and during the GW Bush years from 60% to 24%. The declines are not surprising given all that transpired during their administrations. Since Bush the lesser, trust in government has been relatively steady at the very low end of the scale.
Since Trump spent his entire four years in office claiming the government was corrupt (and proving it by corrupting parts of the government), well, here we are.

The Republicans taught their cult to distrust government, and to expect little from it. Then Republican leadership went on to prove themselves right by screwing over the middle and lower classes, blaming others.
The plutocratic libertarians backing the republicans have implemented a winning strategy. They want less government, so transforming its preferred party into a cynical anti-government incompetence machine is a huge win. The repugs launch grenades from the sidelines when out of power, and dismantle institutions when in power, undermining faith in government at every turn. Good governance is not their goal.
The result? Plutocratic libertarians achieve their ends of less government, lower taxes, and more plutocracy. One day soon, however, their ability to protect their privileges will collapse with the state in an increasingly multipolar world. Will American plutocrats turn to China to defend their class privileges when the American state has been so successfully neutered?
