I believe that is different. The feds can have blanket standards independent of the States. But I believe the feds have a rule that a contract, license, etc, issued in one state is valid in all states. Otherwise your marriage in one state could be invalid in another state, contracts could be invalid in another, etc. It would be a mess. The feds are empowered to regulate interstate matters, and that's why they made that rule.

As I recall, that was the basis for the Loving decision. They were married in one state, moved to WV where it was illegal, and the Court said that WV had to recognize that marriage.
