Hypothesizing here...

It's because they almost always lose the popular vote. At least for the past couple of decades. So they want to try to juice-up their popular vote to be sure they win the electoral, which is already biased in their favor. It wouldn't take much to swing the electoral in their favor. As the convict himself said, "find me 11000 votes" (in GA). Out of 140M ballots cast, 11K is not much.
